What is the Future for NSPIS HR?
The NSPIS HR programme now has significant momentum within the Police Service with half of the Forces in England and Wales already implementing the system. Many more Forces are now planning to implement during 2006. Forces have recognised that Police processes and functionality are unique and best value would suggest a shared and common system that meets these specific needs.

However, underlying technology and functionality requirements never stand still and over the last 18 months, Cedar HR has undertaken the widest possible consultation to understand the future needs of HR professionals in the Police Service. This has resulted in the NSPIS HR Next Generation Programme. This holistic view of future needs has provided us with clear direction and can be summarised in 3 key areas:

    1 - Strategy
    • Meeting Reform agendas
    • Shared development
    • Evolutionary approach

    2 - Functionality

    • Value Added Services
    • Extended HR functionality
    • Increased integration with other Force systems
    • Options for Payroll and Financials

    3 - Technology

    • Leading edge (including ISS4PS compliance)
    • At the heart of Force IT systems

The Next Generation Programme is a continuous programme designed to evolve NSPIS HR in line with the above requirements. The Service needs to move away from ‘boom bust’ scenarios where systems are purchased, implemented, customised and then left to deteriorate to a point where they are unsupportable, forcing the need to purchase a new system again (on average every 8-10 years). The cost of ‘boom bust’ is in itself high, but the distraction to core business is even greater.

Angela Roberts, Head of HR at Warwickshire Police and Chair of the NSPIS HR Strategy Group, says, "This is a very exciting time to be part of this programme. Forces are now benefiting from the original proposition of data consolidation, integration and standard processes, all for a fraction of the cost as many Forces share and benefit from the investment required. Our future planning is now about exploiting this data and pushing information directly to the point of impact. Working with Cedar on this planning is already showing some highly beneficial developments.” Angela has a list of “Frequently Asked Questions” on the NSPIS HR Programme.
